Crystal Fafard

Chairperson

Crystal is a First Nations woman who is a member of the Yellow Quill First Nation in Treaty 4 territory and is a strong passionate legal advocate for Indigenous People. She completed a B. A. (Hons.) at the University of Saskatchewan in 1995 followed by a Juris Doctor from the University of British Columbia in 2001.  Crystal has practiced law since 2001 and specializes in business law, corporate/commercial, Indigenous governance, renewable energy, duty to consult matters and IBA development. She has been very involved in many large commercial transactions and partnership development in various sectors across Canada. She is currently an ICD.D candidate with the Institute of Corporate Directors who is scheduled to graduate in 2023. Crystal has served on many boards including Enterprise Saskatchewan, First Nations Power Authority, FHQ Developments Corporation, Board of Governors with Lakeland College in Alberta and currently serves as the Chair for Saskatchewan Indian Equity Foundation and Director with the Remai Art Gallery in Saskatoon. Crystal is current a Partner with Maurice Law Barristers & Solicitors.

Brian Lueken. P. Eng.

Mr. Lueken brings four decades of construction and business experience. His distinguished career with Graham Construction includes Saskatoon Branch Manager followed by executive roles progressing to Sr. Vice President and COO. Guiding the development and management of Graham Industrial, Brian has 35 years of experience in establishing and managing Saskatchewan Aboriginal Joint Ventures and Partnerships. Following his retirement from Graham in 2013, Brian continues to participate in several businesses and boards.

Mark Fracchia,  P. Eng.

Director

Mr. Fracchia brings 34 years of management, executive, and director experience to STCI.  Mark joined Nutrien, formally PotashCorp, in 1984.  His distinguished career with PotashCorp culminated in his appointed to the position of President of PCS Potash; a position that he held from 2014 through 2017. He has also served on major regional, national and international boards (SQM, Saskatchewan Potash Producers Association, Saskatchewan Mining Association and International Minerals Innovation Institute). Among his many accomplishments at PotashCorp was the advancement of the company’s Diversity and Inclusion objectives, increasing Aboriginal participation in employment and supply chain, and advancing women in senior leadership roles.

Juliano Tupone,  CPA, MBA

Director

Juliano Tupone holds a CPA and MBA and is a proud member of Sweetgrass First Nation with over 20 years of leadership experience in Indigenous business and governance. He has held senior executive roles across First Nations governments, development corporations, and investment organizations, including Acting President and VP Finance at First Nations University of Canada, CEO of Willow Cree Developments, and CAO/CFO of Sweetgrass First Nation.

Juliano has led multi-entity operations, strategic acquisitions, financial management for multi-million-dollar budgets, and risk and compliance initiatives. His career has focused on advancing Indigenous economic development, integrating community values with business strategy, and building organizational capacity to support long-term growth and sustainability.

Erin Gardiner, CPA, CA

Director
Erin Gardiner, CPA, CA, is a proud member of the Witset First Nation and brings a strong commitment to advancing financial management and governance within First Nations communities. With a keen analytical approach, Erin focuses on data-driven decision-making to support sustainable economic growth and organizational resilience.
Erin is passionate about leveraging technology, modern financial reporting, and mentorship to strengthen financial capacity and develop future Indigenous leaders. Their experience and forward-thinking perspective contribute valuable insight to STC Industrial Group as it continues to support economic development and long-term success for Indigenous communities.

Rory Duncan, P.Eng., MBA

Rory Duncan, P.Eng., MBA, joined the Saskatoon Tribal Council in 2025 as Director, Investments. With nearly 20 years of experience as an engineer in the mining and oil and gas sectors, Rory brings a strong foundation in business, finance, and strategic planning.
Rory has served on industry and governance boards including SIMSA and CIM Saskatoon, where he has actively supported Indigenous and provincial businesses through advocacy and collaboration. His combination of technical expertise, investment experience, and strategic insight strengthens STC Industrial Group’s Board as it continues to drive sustainable growth and economic development.
